Ms. Gao Qi, holds a Doctor of Laws degree. She serves as an Associate Professor and Master’s Supervisor at the Law School of Beihang University, and concurrently holds the positions of Deputy Director of the International Law Center, Director of the Satellite and Navigation Law Center, Deputy Director of the Outer Space Law Research Institute, as well as a Master’s Supervisor at the Asia-Pacific Regional Centre for Space Science and Technology Education (China), affiliated with the United Nations. For a long time, she has been deeply engaged in teaching and research in the field of international law.
Her research interests center on international law, private international law, international outer space law, satellite and navigation law, and satellite internet policy and law, with satellite navigation and outer space law as her core research strengths. She has conducted in-depth explorations into the legislation, theoretical research, and practical application of related fields, establishing distinct research advantages.
In terms of courses, Prof. Gao has long focused on undergraduate and postgraduate courses, including Private International Law, Legal English (taught in English), China Space Law Moot Court (bilingual), Asia-Pacific Space Law Moot Court (bilingual), and Research Seminar.
Regarding research achievements, focusing on the legislation of the Satellite Navigation Regulations of the People's Republic of China, Prof. Gao has been deeply involved in the regulation’s research, theoretical formulation, and draft consultation. She has presided over and participated in over ten research projects, including five provincial/ministerial-level projects and four university-level projects, and has been awarded two provincial/ministerial-level prizes. Representative projects include the Ministry-level General Research on the Satellite Navigation Regulations (2017-2018, 2018-2019), the Beihang Top Talent Project "Research on Legal Liabilities in the Application of Global Satellite Navigation Systems" (2019-2022), and the Chinese Society of Space Law Project "Research on the Legal Liabilities of Global Satellite Navigation Service Providers" (2015). In terms of publications, she co-edited New Developments in the Science of Private International Law (China Social Sciences Press, 2011) and served as Deputy Chief Editor of Research on European Space Policy and Legal Issues (Law Press, 2011), a key disciplinary construction project of the Ministry of Education’s "211 Project" Phase III. As for academic papers, she has published numerous articles in core domestic and international journals, either as the sole author or co-author. Her works include On the Identification in Private International Law and the Resolution of Conflict of Identifications, Research on the Remission System in Private International Law, and Research on the Civil Liabilities of Global Satellite Navigation Service Providers — From the Perspective of US Legislation and Practice, with some published in journals such as the Journal of the Graduate School of the Chinese Academy of Social Sciences, the Journal of Beihang University (Social Science Edition), and the international journal PARIPEX-INDIAN JOURNAL OF RESEARCH.
In academic appointments, Prof. Gao holds several important part-time roles in academic and professional circles, including Council Member of the Chinese Society of Space Law and Special Researcher at the International Law and Policy Institute for Global Commons Governance of East China University of Political Science and Law. She actively participates in academic exchanges and disciplinary development, promoting the advancement and collaboration of relevant fields.
In terms of teaching and moot court coaching, Prof. Gao has achieved abundant academic honors and distinctions. She has led students to win numerous championships in international and domestic space law moot court competitions. In 2024, her team won the First Prize (Asia-Pacific Region) of the 33rd Manfred Lachs Space Law Moot Court Competition. Additionally, her teams have claimed the Championship, First Prize (China Region), Second Prize, Third Prize, Best Coaching Award, and Best Memorial Award in the 19th, 22nd, and 17th CASC Cup International Space Law Moot Court Competitions of the Chinese Society of Space Law, accumulating more than 20 awards in total.
She has also received several university-level honors, such as the Special Prize of the Beihang University Excellent Teaching Achievement Award (Team) in 2021, the Second Prize of the Beihang University Teaching Excellence Award in 2020, and the title of Excellent Supervisor of Beihang College.
In terms of international exchanges, Prof. Gao has served as a visiting scholar at Saint Mary's University School of Law in the United States twice: from August 2011 to 2012, and 2015 to 2016. During these visits, she taught a 1-credit elective course titled Legal Chinese at the university, introducing the Chinese legal tradition and the legal system with Chinese characteristics. She also focused on cutting-edge theories of private international law, attending courses such as Law of Obligations, Contract Law, Public International Law, Conflict of Laws, and the American Legal System. Furthermore, she actively participated in international academic seminars on contract law and annual meetings of the American Law Institute hosted by the university. These experiences have significantly broadened her international academic vision and laid a solid foundation for her subsequent research and teaching in related fields from an international perspective.
In addition, Prof. Gao has been frequently invited to serve as a Presiding Judge of the Jessup International Law Moot Court Competition (China Region), known as the "Olympics of International Law", as well as the International Humanitarian Law Moot Court Competition (China Region) sponsored by the International Committee of the Red Cross and the Chinese National Committee for International Humanitarian Law.
